BRUSSELS — The United Nations wants to create an artificial intelligence forum to rule them all.

AI fever has already generated a glut of summits, pledges, nonbinding principles and international talking shops to rein in the white-hot technology.

The U.N. thinks it could do better, according to a recent draft of a report — obtained by POLITICO — from its all-star advisory group featuring thinkers such as Spain’s ex-AI minister Carme Artigas, Pope Francis’ AI guru Paolo Benanti, and OpenAI chief technologist Mira Murati. The report envisions U.N.-backed AI initiatives, and a global AI Office to “fill gaps and bring coherence to the fast-emerging ecosystem of international AI governance responses.”

UN Chief Antonio Guterres calls for creation of new entity to Govern AI

UN Secretary-General Antonio Guterres addresses the profound impact of Artificial Intelligence (AI) on global peace and security. Highlighting the rapid advancements of AI, Guterres emphasizes both its potential and the significant risks it poses. AI is revolutionizing various sectors, from detecting food insecurity and predicting displacement due to climate change, to even identifying patterns of unrest before violence erupts.

However, Guterres warns that the rapid development of AI is outpacing our ability to govern it, leading to serious concerns about accountability, human rights, and the future of international security. The Secretary-General stresses that without human oversight, AI could destabilize global peace, particularly in military applications and cyberattacks. He specifically calls attention to the integration of AI with nuclear weapons, a development he deems alarmingly dangerous.

Further, Guterres highlights the increasing challenges posed by AI in the form of misinformation, deep fakes, and the environmental impact of AI data centers.

To foster a globally inclusive approach, the UN Secretary-General convened a multi-stakeholder High-level Advisory Body on AI for 12 months from 26 October 2023 to undertake analysis and advance recommendations for the international governance of AI.

The Advisory Body comprised 39 preeminent AI leaders from 33 countries from across all regions and multiple sectors, serving in their personal capacity.​

  • A call for Interdisciplinary Expertise​
    Selected from over 2,000 nominations, this diverse group combined cutting edge expertise across public policy, science, technology, anthropology, human rights, and other relevant fields.​
  • A Multistakeholder, Networked Approach​
    The Body included experts from government, private sector and civil society, engaged and consulted widely with existing and emerging initiatives and international organizations, to bridge perspectives across stakeholder groups and networks.​
  • An Agile, Dynamic Process​
    The Body worked at speed to deliver its interim report in under 2 months, engage over 2,000 AI experts stakeholders across all regions in 5 months, and produce its final report in under 3 months. Keeping pace with technical and institutional developments let the Advisory Body provide high-level expert and independent contributions to ongoing national, regional, and multilateral debate.
